Everything You Need to Know to Obtain Qualification
The OG11 category of SOA Certification is one of the most sought-after in the construction sector, as it allows companies to work on complex projects that integrate multiple technological systems.
However, obtaining this certification requires compliance with specific requirements. In this section, we will explore the key qualification criteria and how to best prepare to achieve this important goal.
Declaration
Concerns the installation, management, and maintenance of a set of technologically coordinated and functionally interconnected systems, which cannot be executed separately, falling under the categories of specialised works identified by the acronyms OS3, OS28, and OS30.
When does a work fall into the OG11 category?
For a project to fall under the OG11 category, it must include work and/or maintenance activities carried out simultaneously on the same site for the following technological systems:
- Plumbing, sanitary systems, kitchens, and laundries (Category OS3)
- Heating and air conditioning systems (Category OS28)
- Electrical, telephone, radio, and television systems (Category OS30)
The three specialized work types must account for a minimum percentage of the total project value:
- OS3: At least 10% of the total project value
- OS28 and OS30: At least 25% each of the total project value
Work Execution Certificate (CEL) requirements for OG11 qualification
To qualify under the OG11 category, it is not sufficient to present individual Work Execution Certificates (CEL) for OS3, OS28, or OS30 separately. The company must demonstrate that it has performed work on all three types of systems simultaneously at the same site, meeting the following criteria:
- OS3: Work must account for at least 40% of the total project value
- OS28 and OS30: Work must account for at least 70% each of the total project value
The advantages of being qualified in category OG11
Achieving OG11 qualification enables a company to execute individual projects falling under OS3, OS28, and OS30, based on the relevant SOA classification it holds.
SIOSS: A highly specialized category
With the introduction of Ministerial Decree 248/2016, OG11 has been elevated to a Super Specialized Category (SIOSS). As a result, it cannot be used for subcontracting in public tenders, according to Article 89 of Legislative Decree No. 50/2016. This means that the contracting company must directly hold the required classification and cannot fully subcontract the work.
Attention: a crucial requirement for public tenders
It is essential to note that OG11 qualification is not fully subcontractable. If a company wishes to participate in a tender requiring this category, it must hold the corresponding SOA classification.
